The State Department of Housing and Community Development (HCD) notified the City of Manhattan Beach that the Housing Element, as submitted to HCD on May 31, was found to be in substantial compliance with the State Housing Element Law.

The HCD must certify each Housing Element update submitted by cities throughout California. The Housing Element is an eight-year plan for meeting housing needs within the City and in abeyance with state housing dictates. City staff began drafting the Housing Element in July 2021.

“This is a monumental step for the City and will allow us to maintain the authority to issue residential and non-residential permits — keeping the integrity of our zoning laws and saving our small town character,” said Mayor Richard Montgomery. ER
