Polliwog Park reopened Saturday. But the children’s play equipment was fenced off. The dog run, botanic garden and Historical Museum cottage were closed. And the “Red Circle,” which sculptor C.J. Rench said is meant to “connect” people, was wrapped in yellow caution tape.
