Residential ‘Inclusionary zoning’ approved by council

 

An “inclusionary zoning” ordinance for new residential construction of nine or more units received unanimous support from the Redondo Beach City Council at its Tuesday, Nov. 2, virtual meeting. 

The proposed rules require developments of up to 19 units to have 10 percent of them be “affordable,” by “moderate income” buyers. 

Developments of 20 or more units must set aside 15 percent of units for those of moderate income. 

The ordinance would apply to all areas of the city – apartments and condominiums – but not for developments of nine units or fewer.

Individuals with a household income of $67,200 or less may qualify for affordable housing in Redondo Beach, according to Brandy Forbes, the city’s community development director. Income levels go up for more than one resident, such as two people at $76,800 or four at $96,000. 

“This is really big. It’s a big change,” Councilmember Laura Emdee said.

Councilman Todd Loewenstein differed.

“I don’t think it’s a huge change, It’s a step in the right direction. But it’s not going to change the overall market,” he said. ER
