Manhattan Beach appoints Quinn Barrow as City Attorney

On Tuesday, the Manhattan Beach City Council appointed Hermosa Beach resident Quinn Barrow to replace Roxanne Diaz as Manhattan Beach City Attorney.

Diaz stepped down last week for personal reasons, the city announced on Friday.

The lifelong Angeleno and current Sherman Oaks resident was hired in September as an independent contractor for a flat rate of $19,500 a month on behalf of her firm, Richards, Watson and Gershon.

Barrow represents the same firm, and currently serves as city attorney for Seal Beach and South El Monte. He’s specialized in municipal law, land use and planning law and environmental law, according to a city press release.

Barrow lives in Hermosa Beach with his wife, a Hermosa Beach teacher, and three daughters, Diaz said.

Richards, Watson and Gershon is comprised of 65 attorneys representing private and public sector clients.

Diaz will continue to manage the Geoff Dolan litigation and assist the city with open government initiatives.

“Residents are rightfully proud of a community that is engaged in local government and elected officials who are committed to providing quality services in an atmosphere of open government,” Diaz said, in a statement. “I look forward to continuing to assist the City, albeit in a more limited capacity.”

Mayor Wayne Powell thanked Diaz for her service. “During her tenure, Ms. Diaz dealt with several complex, trying, issues and handled them with expertise and grace,” he said, in a statement.
