Bids rejected on Transit Center; city to seek new proposals

The Redondo Beach City Council rejected all incoming bids to build its new Transit Center south of Artesia Boulevard, as all bidders eclipsed the project ’s budget by at least $2 million.

The project is budgeted to cost $6.8 million, based on a 2015 estimate. The lowest bid came in at $8.9 million; the next lowest bid was $11.2 million.

Staff was directed to seek additional funding for the project, which they believe could come from Measure M regional funds.

South Bay Galleria project appeal date set

A public hearing on appeals against the South Bay Galleria redevelopment project is planned for Oct. 2, at the Redondo City Council Chambers, during the Council’s regular meeting. The hearing is guaranteed to last at least four and a half hours, according to hearing parameters set by the Council on Tuesday.

The project is a total revamping of the Galleria and is planned to include 300 apartment units, 217,000 square feet of new retail development, and up to 175,000 square feet of office space.

The Galleria will have an hour to give a presentation, followed by three half-hour presentations by the three appellants: the City of Lawndale; labor union UNITE HERE Local 11; and Redondo Beach resident Doug Boswell. A fourth appeal was denied.

The floor will then be open to public comment, followed by one 20-minute rebuttal from each appellant, and three rebuttals by the proponent – one per each appellant.

The meeting is currently planned for Oct. 2 at 6 p.m., though some Council members expressed interest in starting earlier.

“Good decisions are never made at 4 a.m.,” Councilman Todd Loewenstein said.
