NOTICE IS HEREBY GIVEN that the Public Works Commission of the City of Hermosa Beach shall hold a public hearing on Wednesday, July 16, 2014, to consider the following:
- Permit to remove a tree at 670 Gould Avenue, Hermosa Beach.
SAID PUBLIC HEARING shall be held at 7:00 P.M., or as soon thereafter as the matter may be heardin the City Council Chambers, City Hall, 1315 Valley Drive, Hermosa Beach, CA90254.

ORDINANCE NO. 14-1347
AN ORDINANCE OF THE CITY OF HERMOSA BEACH, CALIFORNIA, AUTHORIZING THE ERECTION OF EXTENDED TEMPORARY SIGNS BY AUTOMOBILE DEALERS FOR A ONE-YEAR PERIOD AND SUPERSEDING ANY PROVISIONS OF THE ZONING ORDINANCE INCONSISTENT THEREWITH
The City Council of the City of Hermosa Beach does hereby ordain as follows:
SECTION 1.Notwithstanding anything to the contrary in the Zoning Ordinance, extended temporary signs are permitted for on-site identification purposes for automobile dealers located on Pacific Coast Highway for a period of one year from the effective date of this Ordinance. Â Extended temporary signs shall be treated as temporary signs under Section 17.50.030 of the Hermosa Beach Municipal Code and Section 5497(g) of the California Business and Professions Code, subject to compliance with the standards set forth in Section 2 hereof.
SECTION 2.Notwithstanding anything to the contrary contained in the Municipal Code governing temporary signs, the following regulations shall govern the display of extended temporary signs:
1. Â Extended temporary signs shall be permitted only at automobile dealerships with frontage on Pacific Coast Highway.
2. Â The total square footage of all extended temporary signs shall not exceed one hundred (100) square feet. Only one face of a double-face sign shall be counted when determining sign area.
3. Â Extended temporary signs shall exclusively identify businesses that principally sell automobiles operating on the same premises and shall contain no other advertising whatsoever. Extended temporary signs shall include only the name of the business and/or the product or service provided by the business at that location.
4. Â The maximum height of pole or freestanding extended temporary signs shall be twenty (20) feet above grade.
5. Â Extended temporary signs shall be professionally produced using high quality materials.
6. Â Extended temporary signs shall be securely attached, shall not create a hazard or nuisance, and shall be maintained in a clean condition, free of rips, tears, holes, and graffiti.
7. Â The allowance for extended temporary signs is in addition to temporary signage otherwise allowed by Municipal Code Section 17.50.210.
8. Â No extended temporary sign shall be displayed until an application for an extended temporary sign is made in writing on forms furnished and approved by the building official. Such application shall contain the location, type of materials, square footage, and height of the proposed extended temporary sign(s), as well as the name and address of the business owner.
SECTION 3.This Ordinance does not create a vested right to continued display of extended temporary signs beyond the expiration of this Ordinance, or otherwise alter the character of such signs as anything other than “temporary” within the meaning of Section 17.50.030 of the Hermosa Beach Municipal Code and Section 5497(g) of the California Business and Professions Code.  Upon the expiration of this Ordinance, extended temporary signs shall be treated as temporary signs displayed beyond the authorized duration and shall be immediately removed by the business owner or subject to removal without compensation by the City pursuant to Business and Professions Code Section 5497(g).
SECTION 4.This Ordinance and the regulations set forth herein shall remain in effect until July 25, 2015, at which time they shall expire and be of no further force and effect.
SECTION 5. Â Pursuant to the California Code of Civil Procedure Section 1094.6, any legal challenge to the decision of the City Council must be made within 90 days after the final decision by the City Council.
SECTION 6.That prior to the expiration of fifteen (15) days after the date of its adoption, the City Clerk shall cause the Ordinance to be published in the Easy Reader, a weekly newspaper of general circulation, published and circulated in the City of Hermosa Beach.
SECTION 7.The City Clerk shall certify to the passage and adoption of this Ordinance, shall enter the same in the book of original ordinances of said City; shall make minutes of the passage and adoption thereof in the records of the proceedings of the City Council at which the same is passed and adopted.

NOTICE IS HEREBY GIVEN that the City of Hermosa Beach has prepared a Draft Negative Declaration and is providing a public review period of 30 days ending August 2, 2014 for the following project:
Amendment to General Plan Land Use Map from General Commercial (GC) to Low Density Residential (LD) and amendment to Zoning Map from General Commercial (C-3) to One-Family Residential (R-1) on a 7500+ square foot parcel located at 1222-1230 Corona Street (Assessor Parcel Numbers 4185-016- 015, 018 and 032).
The Draft Negative Declaration can be viewed online: http://www.hermosabch.org/index.aspx?page=672. No potentially significant effects and no mitigation measures are identified.
