SUMMARY OF ORDINANCE NO. 15-1351

Ordinance No. 15-1351 amends Chapter 8.44 of the Hermosa Beach Municipal Code relating to low impact development (LID) and stormwater and urban runoff pollution control. Specifically, the ordinance updates the existing Chapter 8.44 to include new provisions as required under the Municipal National Pollutant Discharge Elimination System Permit (NPDES Permit). The ordinance replaces the development planning provisions of the 2001 NPDES Permit, also termed SUSMP, with the 2012 Permit LID requirements.  The most significant changes in the ordinance revising Chapter 8.44 are related to new development and redevelopment projects-these planning and land development provisions for stormwater management are commonly referred to as low impact development provisions or LID. Proposed new development and redevelopment projects subject to LID will be required to retain a certain amount of stormwater onsite through infiltration, bioretention and/or rainfall harvest for non-potable use onsite (e.g., in cisterns).  Projects will not be allowed to address stormwater runoff via treatment alone as was often done under SUSMP without first demonstrating that it is technically infeasible to retain the design storm runoff onsite. The ordinance also repeals conflicting and redundant provisions in the Green Building Standards in Chapter 15.48. All new development or new building construction in the City of Hermosa Beach will be required to comply with the LID requirements regardless of the area of impervious surface or acreage disturbed, consistent with the existing storm water provisions of Chapter 15.48 Green Building Standards that are being rescinded. CIP PROJECT NO. 14-128 STREET IMPROVEMENTS – VARIOUS LOCATIONS

Notice is hereby given that the City of Hermosa Beach will receive sealed bids at the Office of the City Clerk, City Hall, 1315 Valley Dr., Hermosa Beach, CA 90254, until 2:00 P.M. on Tuesday, June 9, 2015 for:

CIP PROJECT NO. 14-128 STREET IMPROVEMENTS – VARIOUS LOCATIONS

ENGINEER’S ESTIMATE:  $835,746

All bids must be submitted in writing, on standard forms available in the Public Works Department, at the above address.  All bids must be sealed and must be plainly marked in the lower left-hand corner CIP PROJECT NO. 14 – 128 STREET IMPROVEMENTS – VARIOUS LOCATIONS.  For more information please contact Vince Damasse, Project Manager, via email: vdamasse@hermosabch.org or phone: 310) 318-0222.

Each proposal must be accompanied by a cash deposit, a certified or cashier’s check, or a bidder’s bond, made payable to the City of Hermosa Beach, in an amount not less than 10 percent of the total bid submitted.

The successful bidder will be required to furnish a faithful performance bond in the amount of 100 percent of the contract price, and a payment bond in the amount of 100 percent of the contract price, both in a form satisfactory to the City Attorney.

The contractor shall at the time of award possess a valid State of California Contractors License Class A.  

The City reserves the right to reject any or all bids and to waive any informality or irregularity in any bid received and to be the sole judge of the merits of the respective bids received.  The award, if made, will be made to the lowest responsible bidder.

Plans and Specifications will be available beginning Thursday May 21, 2015.

All questions regarding this bid must be submitted in writing on or before 3:00 PM on Wednesday, June 3, 2015 to Vince Damasse, Project Manager, via email: vdamasse@hermosabch.org or phone:  310) 318-0222. It shall be the bidder’s responsibility to inquire for any addendums/updates to this Notice Inviting Bids prior to submitting their bid.

Plans and Specifications may be picked up at the Office of the Director of Public Works/City Engineer for a cost of $35.00 per set.  Payment can be made at the Cashier’s office by credit card, cash or check.  Plans and specifications can be sent directly to the contractor if a Federal Express or preferred carrier account number is provided.  City Hall is closed Fridays.

The successful bidder will be required to pay the prevailing wage scale determined by the Department of Industrial Relations which is available at http://www.dir.ca.gov/dlse/dlsePublicWorks.html.
