New York almost qualifies as a region of Italy when it comes to cuisine – one can imagine it midway between Sicily and Rome, the two regions that supplied the most immigrants to America in the 1800s.
Those robust flavors are the focus at Charlie’s, the sports bar and Italian restaurant that is our winner this year. You can indeed get a pizza or pasta and a salad for under $20, with a bit left over to spend on a libation from the bar. The quality is high, the service friendly despite the reputation of New Yorkers for brusque attitudes. Apparently the management at Charlie’s didn’t feel they had to recreate authentic New York manners, but they got all the important parts right.

Runner-up: Buona Vita, 439 Pier Ave., HB. 310-372-2233.
