Notice to Contractors Inviting Bids

NOTICE IS HEREBY GIVEN that sealed proposals for performing the following described work will be received at the office of the City Clerk of the City of Redondo Beach, 415 Diamond Street, Door C, Redondo Beach, California, until 10:30 A.M. on December 4, 2014.  Thereafter said bids will be publicly opened and read in the City Clerk’s office of said City.

Avenida del Norte Resurfacing Project, Job No. 40920

The project work shall include the following tasks:

  1. Asphalt and PCC removals; ADA ramp construction; pavement construction; curb and gutter construction; utility adjustment; signing and striping; and other items as per plans and specifications.

The estimated cost of the above described Base Bid work is $108,150.  The estimated cost of Additive Alternate Bid A is $61,900.  Bidders shall have an active Class “A” license from the Contractor’s State License Board at the time of submitting bid.

In accordance with Labor Code Section 1770 et seq., this Project is a “public work,” and thus, the Contractor and any Subcontractors must pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages.  Copies of those rates are on file with the Director of Public Works, and are available to any interested party upon request.  Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site.

Ten percent of the payments due to the successful Contractor shall be withheld by City as retention for performance security, but the Contractor may substitute securities for said retention pursuant to Section 7.04 of the General Conditions.

If the Project includes the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, the bid shall contain, as part of the lump sum bid package, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to all applicable safety laws, rules, regulations and orders.

If the Bidder is awarded the contract, the contract shall be terminated and the bid bond forfeited if the Bidder fails to provide the applicable insurance certificates and bonds within the time set forth in Section 21 of the Instructions to Bidders.

Proposals (bids) to perform the work shall be made on the forms provided by the City Engineer and shall be submitted complete, including bid bond and list of subcontractors, in accordance with the Instructions to Bidders and other requirements of the bid document.  In order to qualify to bid this project, bidders must obtain and properly execute a hardcopy of the contract documents.  Contract documents may be obtained from the City’s Engineering Services Division, 415 Diamond Street, Door E, Redondo Beach, CA  90277, for a non-refundable fee of $30 per set.  Contract documents may be obtained by mail by paying an additional charge of $10.  Contract documents may also be obtained by FEDEX by providing recipient account information and paying an additional charge of $5.  Contact project manager, Justin Smeets, at 714-533-3050, or 310-318-0661 ext. 2520, for questions regarding this project.

NOTICE OF POSTPONEMENT OF THE PLANNING COMMISSION PUBLIC HEARING FOR THE PROPOSED LEGADO PROJECT AT 1700 S. PACIFIC COAST HIGHWAY

ORIGINALLY SCHEDULED FOR NOVEMBER 20, 2014

Project Title: Legado Mixed-Use Project

Project Location: 1700 S. Pacific Coast Highway, Redondo Beach

Project Description: The 4.275 acre project site is currently developed with a 110-room hotel (Palos Verdes Inn) and 28,354 square feet (SF) of retail space, including a 21,130 SF former Bristol Farms grocery store and 7,224 SF of other retail space.

The project includes the demolition of all on-site retail space, the construction of a mixed-use (residential/commercial) development and renovation of the existing hotel.

The mixed-use development consists of 180 residential apartment units including affordable nine (9) units for very low income qualified resident, and approximately 37,600 SF of neighborhood-serving commercial development. A total of 614 parking spaces will be provided. The project is designed to be three and four stories above grade.

Public Hearing:  The Planning Commission public hearing on the proposed Project originally scheduled to occur on November 20, 2014 has been taken off the calendar. Public notification of the new public hearing date will be provided as required by the provision of State Law including postings on the subject property,  a notice in the local newspaper and mailings to all property owners within a 300 foot radius of the subject property, to responsible agencies and individuals who have expressed an interest in the project.

Document Availability: The Mitigated Negative Declaration, Initial Environmental Study, and all documents referenced are available for review at the City of Redondo Beach, Community Development Department, Planning Division counter, 415 Diamond Street, Door E, Redondo Beach, CA 90277 during Planning Division operating hours of 7:30 a.m. to 5:30 p.m. with the counter being closed for lunch from 12:00 noon to 1:00 p.m.  City Hall is closed every other Friday. The Mitigated Negative Declaration/Initial Environmental Study is also available at both of the City’s libraries and on the City’s website at www.redondo.org.
