Council chooses Witzansky for City Manager

Mike Witzansky is the new city manager for Redondo Beach.

The city employee since 2006, and seven-year assistant to retiring city manager Joe Hoefgen was confirmed Tuesday night by the city council — the only position the council hires.

“We decided to start negotiations with him instead of going out to market,” said Mayor Bill Brand. 

Witzansky starts Nov. 16 with a three-year contract. His salary of $250,000 and benefits at the executive level is less than Hermosa and Manhattan Beach, both towns of lower population. 

Councilman Christian Horvath spoke of putting Wizansky, 44, at a higher salary. Councilman Zein Obagi, on the hiring committee, said the salary was decided because of leaner times from Covid-19 and to allow for increases for performance. Witzansky did not ask for more.

“I’m glad we’re here today, I couldn’t be more excited to be in this position,”  the new City Manager said. “Redondo Beach is a special place. I’ve viewed it as a gem my whole life.”

He talked about his experience with the current mayor and council. 

“I’ve never worked for a harder-working set of electeds in my life,” he said. 

Witzansky started with the city as Recreation and Parks Director 15 years ago, moving to Public Works Director before becoming assistant city manager.

“There’s no question you have earned this,” Brand said.

Witzansky’s 2019 base pay was $204,216. With benefits, the year’s compensation totaled $396,432, according to Transparent California. Former City Manager Joe Hoefgen’s 2019 base pay was $234,777. With benefits, his compensation totaled $396,432, also according to Transparent California.

The city manager’s duties include overseeing the city budget, trash and recycling, managing personnel, and making recommendations to the mayor and council on project costs.

All department heads report to Witzansky, except the city attorney, treasurer and city clerk, who are all elected.

“We don’t really run the city,” said councilmember Laura Emdee. “He runs the city. We just set policy.”

Originally from the Fresno area, Witzansky played baseball at Pomona College, where he graduated in 1999 with a politics concentration. 

He is married with two children at West Torrance High School. Witzansky’s wife Sharon is the principal of Pennekamp Elementary School in Manhattan Beach. ER
