Redondo Beach election: measures would revise city charter

Proposed city charter amendments on the March 4 ballot include six items supported by various councilmembers and appointed Mayor Jim Light, with no opposition submitted to the city for any of the measures.

Measure CAR would further define residency requirements for each elected official in Redondo Beach throughout their terms in office.

A “yes” vote would define residency as where someone currently lives – where his or habitation is fixed, where the person intends to remain – and require that each elected official in Redondo Beach remain a city resident throughout their term(s) in office. Previously, the city charter did not define residency, and only required city councilmembers to maintain a residency requirement.

The measure would also add conviction of a crime involving moral turpitude as something that would result in the mayor’s ejection from office, as the charter currently holds for city council members.

(District Four City Councilman Zein Obagi, Jr., was found “culpable” by the State Bar last year for acts of moral turpitude, but has not been convicted of a crime).

Measure CAP asks voters if requirements to post information about municipal affairs should expand beyond the official newspaper of the city, to posting to the city’s website, paired with mandatory physical posting in three places.

For matters of statewide import, the requirement to post in a newspaper will remain. For matters solely about Redondo Beach city matters, the options to publish legal notices would expand. When the online option is chosen, it would require the three physical postings.

Measure CCD would adjust the city clerk’s powers and duties pertaining to elections, and update language regarding city clerk approvals of city manager duties for consistency. Measure CCQ asks voters  whether qualifications for a city clerk should expand to four years as a county or city clerk, or California registrar, or five years’ experience in accounting and a bachelor’s degree.

Measure CTD would adjust the city treasurer’s duties to maintain an autonomous oversight role serving the tax administrator.

And finally, Measure CTQ asks if qualifications should be added to the city treasurer’s job regarding bachelor’s and/or master’s degrees along with years of experience in financial markets, analysis and investment management.
