NOTICE OF PROPOSED ORDINANCE AMENDING THE CITY OF REDONDO BEACH’S CALIFORNIA ENVIRONMENTAL QUALITY ACT PROCEDURES

Proposed Ordinance: The California Environmental Quality Act (CEQA) generally requires public agencies to disclose the environmental impacts of discretionary Project’s proposed within their jurisdiction by preparing environmental documents, such as Environmental Impact Reports, Negative Declarations, Categorical Exemptions, and Initial Studies.  CEQA is codified in California Public Resources Code Sections 21000 et seq.; the state has also prepared guidelines to implement CEQA which are contained in Title 14, California Code of Regulations, Sections 15000 et seq.  The City has also previously adopted its ownCEQA procedures which are contained in Title 10, Chapter 3, Articles 1 through 11 of the City’s Municipal Code.  The City is proposing to amend the City’s CEQA procedures contained in Title 10 Chapter 3, including Article 1 (General Provisions), Article 2 (Evaluation of Significant Effects, including Criteria for Significance), Article 3 (Exemptions), Article 4 (Initial Study), Article 5 (Negative Declarations), Article 6 (Environmental Impact Report Procedures), Article 7 (Contents of Environmental Impact Reports), Article 8 (Mitigation Monitoring), Article 9 (Notices of Determination), Article 10 (Fees), and Article 11 (Appeals).

Public Review and Written Comments: The City is requesting public review and input on the proposed ordinance and will be accepting comments until 5:00 p.m. on October 21, 2014.  When submitting comments please provide your name or the name of a contact person in your organization.Comments regarding the proposed ordinance must besubmittedin writing by mail, e-mail or fax to:

Public Hearing: The City will consider a first reading of the proposed ordinance during a public hearing on October 21, 2014 at 6:00 p.m., or as soon thereafter as possible, in the City Council Chambers, 415 Diamond Street, Redondo Beach CA, 90277.  The City Council procedures generally include a presentation by staff, a question and comment period open to the public, followed by deliberations by the City Council.

If you challenge approval of the proposed ordinance in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Redondo Beach at, or prior to, the public hearing.
